Ukraine applied a 0.714 coefficient to the base assessment of minimum export prices. Which crops are covered, why the mechanism changed and what to check.

In August 2026, the Ukrainian government updated the mechanism for minimum allowable export prices covering grains, oilseeds and selected processed products. A temporary 0.714 coefficient applies to the base assessment. The decision aims to reflect the new logistics cost and prevent contracting from stalling.
Which commodities are covered
- wheat, rye, barley, oats and corn;
- soybeans, rapeseed and sunflower seed;
- sunflower, soybean and rapeseed oil;
- selected processed products from these crops.
The coefficient is not a market quote for a specific cargo and does not replace a commercial offer. It adjusts the regulatory threshold used for export control. The actual contract price depends on crop, specification, delivery basis, logistics and destination market.
Why the previous assessment no longer matched the market
According to the government, restrictions on sea transport and damage to port infrastructure raised transport costs while domestic purchase prices fell. Food wheat declined by 16%, feed wheat by 17%, corn by 8%, barley by 14% and rapeseed by 5%.
Average daily shipments in the week before the decision fell to 48,000 tonnes, one third of the pace recorded in the first half of the month. A threshold based on previous logistics conditions could therefore block otherwise viable contracts.
How to read the price in an export contract
Prices should be compared on the same basis. EXW excludes delivery, CPT includes carriage to the agreed point, and FOB includes costs up to loading on the vessel. The grain Incoterms guide gives a concise explanation.
- fix the delivery basis and location in one currency and per-tonne unit;
- calculate road haulage, storage, laboratory, handling and freight separately;
- confirm who carries waiting-time and quality-loss risk;
- compare the contract price with the current logistics scenario, not a historical one.
Where to check current price benchmarks
The grain prices at port page links to industry EXW, CPT and FOB sources. A calculation for a specific cargo via Kiliya requires its crop, quality, volume, origin and target date; these details can be sent through the GTK enquiry form.
The 0.714 coefficient applies to the August 2026 mechanism. Check the current official rules before entering a new contract.
